The Recovery School District for the State of Louisiana is practicing apartheid against the African American Community in New Orleans. Today the majority of the Black children are receiving 'Bantu Education'.


After Hurricane Katrina, the Louisiana Department of Education received $100,000,000.00 dollars to retain Teachers in the following Parishes: Orleans, St Bernard and Plaquemines Parishes.   Teachers in the two predominantly white parishes were retained and paid, while over 3,000 African American Teachers in Orleans Parish were fired.  The devious act cost many African American Teachers to lose their homes, cars, and health insurance.



F.E.M.A. Provided the State of Louisiana $1.8 billion dollars for New Orleans Parish to build 25 new schools, renovate, and refurbish other schools, which comes to a grand total of 75 schools.  To add insult to injury; the R S D hired Jacobs Engineering /CSRS Consortium of Pasadena, California to serve as "construction project manager.  They immediately adopted bid requirement language that would make it impossible for African American Contractors to win contracts. 


As of today, over 65% of the schools in Orleans Parish that were named after African American Heroes and She-roes have yet to reopen. These schools are:

Jacobs Engineering/CSRS has a $28 Million dollar contract with the Recovery School District and the Orleans Parish School Board. They have violated Title VI and VI of the Civil Rights Act of 1964 as amended by the Equal Opportunity Act of 1972; Federal Executive Order 11246 and David-Bacon Act Prevailing Wage Law.


Today, we are requesting the U.S. Department of Education and the Federal Emergency Management Agency (F.E.M.A.), to have the U.S Department of Justice, Criminal Division, and the Civil Rights Division to investigate the Recovery School District and the Orleans Parish School Board for misappropriation of Federal Funds and Civil Rights Violations.
