Rwanda’s Defence Minister has been commanding rebels in the neighbouring Democratic Republic of Congo  for many years. These rebels have been accused of annexing territory and committing atrocities including rape, murder and the forcible recruitment of child soldiers, according to a United Nations report.

The report, by the UN-appointed Group of Experts, alleges that Rwanda helped to create and co-ordinate the six-month M23 rebellion in eastern Congo. It says that both Rwanda and Uganda have sent troops and arms to back the rebels and that Uganda provides a safe haven for their political leaders.

Both Rwanda and Uganda have been supporting M23, said the confidential 44 page report....
